Denotes that the annotated function is marked for deprecation starting
from the year and month provided.
While deprecation does not break the existing contract, it may be changed
or removed in the Future. New usage of this API is not recommended, and
existing call-sites should migrate away from this API. The documentation
for a deprecated function will be updated to refer to any viable
alternatives.
The attribute fields denote the year and month pair (using Gregorian calendar)
in which the owner marked the IDL item for deprecation.
